That's true. Most age based discrimination should instead be replaced with discrimination only based on traits that happen to be very highly correlated with age.
For example, instead of refusing to serve someone alcohol because they are a minor, one should instead refuse to serve someone alcohol because it could harm their ongoing devopment.
