Just don't pull that much current when the voltage delta is that large...
Low drop regulators need 500mV, maybe 700mV drop to operate. So you add series power resistors to the input that at maximum current Vout+Vdrop is on the input pin. This doesn't improve efficiency, but spreads power dissipation among components.
