I have been thinking about this for awhile, and the only thing that I have come up with is that they have fully bought into the Club of Rome postulations and come to the conclusion that killing off billions of people is the only way to mitigate climate change. The oligarchs et al. think that they and the people they invite into their bunkers will be the ones to survive and they will then have power over whatever is left.
