Personally, I don’t think the EU would block every suspicious IP. Even China hasn’t gone that far.
And if they ever do, the bigger issue would be how to connect to relays in the first place. At that point, maybe using Nostr wouldn’t even be the main concern anymore. There’d probably be more important things to worry about.
