Nostr can be regulated pretty easy actually. Just hurt anyone using Nostr. If someone uses a VPN, then hurt them too. In fact, why even let digital communication exit a country's borders? Just look at the great firewall of China for a rough proof of concept.
So if a network is exit preserving then does that mean that someone can easily exit and then snitch on everyone else in the network in return for a large state reward? Is there anything besides force that preserves a norm of "don't snitch on us even if there is a large perverse incentive to do so?"
