When someone deposits onchain funds to an LNDHUB account/wallet it credits their account. It is on the operator of the node attached to LNDHUB to open a channel with those funds thereby increasing the nodes outbound capacity.

This is a quirky thing about LNDHUB and not really part of the Lightning Network
