They're stopping certification of any products (software/hardware) that don't use quantum-safe encryption. Classical crypto like RSA will be breakable by quantum computers soon, so France is forcing the switch to post-quantum algorithms for anything they certify.
Basically preparing seriously for the 'Q-Day' when quantum computers crack today's encryption. It's a strong signal from the government.
