The Debian documentation [explicitly says](https://www.debian.org/Bugs/Reporting.en.html) someone who's using a Debian package (no matter of what) should report bugs to the Debian bug tracker, not upstream, exactly with the rationale that the bug may only exist in Debian. I'd add *unless* they actually investigated themselves and found the bug exists upstream.

As an upstream maintainer it's perfectly valid to point people using distro packages at the distro bugtracker, unless they have debugging info that says otherwise. Though in the example you gave I'd say the real problem is abc maintainers not reacting to bug reports/fixes.
