This is a problem of asymetric urban development, Warsaw is hardly "richest", more like the most expensive - think of New York - it's impressive financial and corporate center, not industrial power house (that's mostly lower and upper silesia). For 123 years of partitioning most of the country was stagnated, just to be ravaged by war, then given 20 years interwar period to slightly catch up, only to get razed into the dust in WW2. Then realsoc came and things were proceeding, but only at the socialist pace and "standard". Honestly I find it pretty impressive how decent Poland got over last 30 years given such track record. If anything I noticed a lot of germans and anglos in my city lately - I guess it's actually the other way in terms who would be better off being a part of who, or whatever. Hardly anyone wants to go to the West anymore, that's for sure.
