I've no doubt there would be exemptions planned but of course it gets complicated when one end is exempted but the other isn't. The non-exempt end sees both sides of the conversation so the exempt is exposed. I'm sure the automation would be told to ignore it but the attack vector is opened to other parties. Whenever there is a vector it will, at some point, be exploited.
