I think that's the gist of it.

My biggest problem with the episode is the censorship of knowledge. Just because they fucked up this particular culture's experiment(On who's authority?!), that knowledge is still out there, and can be recreated.

I feel like there's a lesson in there that was ignored, and unexplored.

OTOH, Seven got to be top shit for a little while, and was in on a mission before "official" Star Fleet was, and I enjoyed that :^)
