With the original site (re-des.org) down, we copied the Solarpunk Manifesto to the Story Seed Library under https://storyseedlibrary.org/essays/solarpunk-manifesto/ .
I'll come up with a way to host all of the languages the Library doesn't currently support, but not tonight :)
