Mixers aren't the only laundering tool, going through shady exchanges, cross-chain bridges, and P2P platforms is laundering, too. It's not just the tool which makes something laundering. Laundering is the intent to obscure and there are a number of ways to do it with crypto which include mixers. That is the legal and forensic definition of laundering. It's not a lie.
