I think there could be something more sophisticated but from a censorship point of view this is actually not so bad. Most firewalls won't block 443, you can use simple http proxies if that's your only way out and blocking on ip level will be an administrative nightmare.
I mean it can of course be done (looking at you China ಠ_ಠ)
