late night opening of night time venues including to 02:00 - 04:00 has been a thing in various forms since the 1990s
The only time it did work as a distraction tactic was when either by accident or deliberately the govts turned a blind eye to the concurrent use of partydrugs (and allowed the rave scene to thrive), and I really can't see Starmer, Farage or anyone else (not even the Greens/Your Party) doing that as predictably the NHS and social services ended up picking up the pieces (especially when folk combined booze and partydrugs, and then insisted on trying to drive home, on top of all the domestic and other violence that was often triggered by midweek comedowns)
