I wasn't saying it wasn't able to be the basis for Ancapistan, only that it technically didn't push for anything specifically, as compared to another Abrahamic religion like Islam.
Its like how the Bible was used on both sides of Americas civil war to justify their cause, but each focused on the parts it felt to be most important.
