Aha, zero fees, but everyone has to do PoW? Do you really want to let everyone mine their txs individually? If difficulty is low, ASIC miners will laugh about PoW, if it's high people not using ASICs will have to delegate mining their tx or burn an unreasonable amount of time and energy to get a tx added. Which of those is it?
The concept is interesting, but it raises way more questions than the whitepaper answers.
