I'm guessing people are so loud because they actually have hearing losses. We see what you describe here. And it happens even when there is only one person talking on a phone out for a walk before sunrise and after dark. Like a one-person parade going by. People in their cars with windows up and running their radios or having phone conversations that you can hear and understand from several hundred meters away. I'm guessing hearing loss, which contributes to later dementia.
