That is the absolute weakest part of Nostr. Nostr is a decentralised (somehow) event stream... That is basically it, if you don't need that, you are better of with other identity systems. And even if you need it, you still maybe can do better with centralized event streams after you figure out strongly consistent identity.

Maybe you mean the social graph, but that is super tiny and you have much bigger networks to bootstrap from if you must, famously Signal used phone numbers and local contact lists
