Ask the question at different property value and rent levels IMHO.
Landlords that operate at the higher end of the market have tenants who can afford to move, know how to kick arses and are profit generating.
Landlords more at the social housing end of the market even big ones are desperately cutting every pound of expense back to even stay solvent. That doesn't lead to good housing outcomes.
Also our regulations can't cope if someone big goes bust and 800 people need rehousing.
