So now this presents a conundrum, if we agree they are religious, we must also agree they aren't willing to sin openly and brazenly, or at all.

This is not a backwards, uneducated people, this is one of the oldest civilizations on earth, with a rich modern city structure, all the way to tribal villages etc.. they aren't going to be willing to be ousted from their land or to have dictates put on them, they've been there for thousands of years.
Lastly, Iran has not initiated attacks on anyone for hundreds of years, they have retaliated, and as we have seen in this current war, they do so with far more morality and ethical decision making than we have shown.
