It would have been an ideal opportunity for the Canadians to step in, with finance et cetera, and build either CANDU-6 stations, or four-blocks based on Pickering. (I'm not sure anyone has made a really good case for the CANDU-3 even now.) Or, for that matter, India with its 220 MW PHWRs. Now that would have been an intriguing geopolitical development!
