They're like subreddits. If you make a community you're the admin and you can appoint other moderators as well. When somebody posts into your community, their post goes into the modqueue. If you or another mod approves the post, it moves into the main feed. People can upvote/downvote posts. There's also a setting where you can use zaps as the upvote mechanism.
