In the universities I've worked, pre-pandemic academics did whatever they liked regardless.
Admin' staff were a different matter; mostly 'policed' within an inch of their lives. Until the pandemic demonstrated that people were conscientious and fulfilled their roles without being heavily scrutinised.
That created problems when VCs wanted everyone back on campus, in part because students felt they weren't getting value for money.
Don't get me started on HE hierarchies/estates.
