That JTAG/FTDI HAT I'm using is my own design, here:

I originally made it for a Pi3 (hence the caption on the silkscreen) but it seems to work just fine on Pi4 too.
A little fiddling with config.txt gets the JTAG pins set up by the firmware so you can halt early in the OS.
