I don't think there's any question he's trying to formalize civil war (to some extent it's already going on). I think inherent in the idea that he needs to invoke the Insurrection Act is the idea that as powerful as they have already become, they still want people to voluntarily obey, which means needing to manufacture consent & have plausible deniability.
These crooks have broken multiple hundreds of laws since Jan 2025. If they need to make an excuse to militarize, it #USpol
