It doesn't really matter if Gates Foundation stops paying APCs because transformative agreements are now so embedded in the system that people's publishing decisions will be largely unaffected, although this will clearly favour researchers at wealthier universities and bigger publishers with more TA customers.
If anything, these kinds of policies put more pressure on universities to sign these agreements, much like the policies that withdraw funding for hybrid publishing. It's a transfer of obligation from the funder to the university.
