Simple, they are blowing smoke as always. Especially european unionism is all about local partisan politics that meet through severa layers of antagonism and are unable to act in unity. The majority will say no because the other party said yes, not for rational reasons. So this attempt to shut down Eu-ports is going to fail. I wish it could be done, but I doubt if they could shut down half of Italy's ports.
