Most outbreaks turn out not to pose wider risks. The issue is that public health messaging *always* declares low risk right away, which is true until it isn't. We don't know everything about viruses. Viruses evolve. New ones emerge via zoonoses. *Assuming* low risk can be disastrously wrong.
