Emulation (n): The act of playing an illegally-obtained copy of a game, regardless of whether a computer has to pretend to be a different computer to do so.
Downloading a rom and playing it on an emulator is emulation.
Downloading a rom and playing it on original hardware using a flashcart is emulation.
Legally buying a rom and playing it with the distributor's official emulator is not emulation.
In short, emulation is a synonym for piracy. If it's legal, it is by definition not emulation.
