Running a Monero wallet on Windows is possible, but not desirable. Windows itself is a surveillance machine 24/7. It sells your data out before you even entered "your password".
It would be best to look into a dual install Win/Linux, a life USB stick (Tails), a dedicated Linux PC or a Graphene phone/tablet.
That said you have to give explicit permission to the Monero executables and folders for not having them erased every single time. Microsoft wants to protect users from becoming undetected background miners for a bot net.
Personally I'd try to learn how to install TailsOS on an USB stick, how to boot into it on your PC. It comes with Featherwallet. A lightweight desktop wallet (absolutely recommended).
