I have no idea what the fuck is going on, only that I haven't seen it until today.
I have seen plenty of posts for which "quote" capability was entirely disabled.
But today is the first time I've seen the "waiting for approval" thing. I think I saw three different instances of it today.
It pretty much renders the "quote" functionality useless, since nobody can see what you're boosting/posting until it gets "approved".
