Under Article 51, acts or threats of violence where the primary purpose is to spread terror among the civilian population are strictly prohibited. You can not target a power grid specifically to break the morale of the people or force a surrender through suffering, it is a war crime.
Power plants are duel use, they supply power to military, but mostly to civilians.
