At least the judge is being honest. It's probably true that they care less about children than they do about their idealized conception of "childhood". It is their concept of a childhood of "innocence" and free of sexuality that they are trying to protect with laws against AMSC and PIM.
They'd probably try to ban masturbation if they could. Like Finklehor says about CSA, it took causes moral, but not empirical harm.
