The 3 men were apparently accused of rape and murder.
The executioner is either catastrophically incompetent or he does what he does because he enjoys torturing the prisoners.
My personal guess: he's super low IQ and doesn't have the slightest clue about how to use a rifle.
If the chosen method is a firearm execution, the appropriate implementation should be a firing squad. Failing that, use a fucking handgun and shoot him directly in the head or the heart.
The absolute worst part? The bloodthirsty crowd who think that this is great entertainment and who shout their retarded Allah-hu-akbar every time the executioner FINALLY manages to kill another man.
