As a civil servant, I tried to be loyal to the public, not necessarily to the organization (nuclear safety authority) that paid my salary. Now, working in the private sector, I feel financial responsibility towards the company but they know that my loyalty to the public hasn't gone anywhere. Me resigning over safety concerns would likely kill the project.
