This is true. But then it makes a great difference if normies install an app from the appstore and it automatically connects them with Tor or if they have to know that it's better to run TorVPN, Orbot or Invizible. A VPN is a bandaid that helps under certain circumstances.
People doxx their IPs of their npubs to relays operated by NSA/CIA and will never recover anonymity. Then Tor is also a captured network and it's better to use i2p or Datura, but that is another story.
