Caity, in Canberra ADACAS helped me with kindness, patience and courtesy to go through and sort out most useful providers. This is their equivalent in SA.

Phone them and ask if they can help you and set up a quick meeting, explaining urgency. They should know which providers can fully cover your parents' particular needs and help you draw up a short list.
I also set myself some personal no-nos depending on who controlled each org. Eg religious, political allegiance, distance, bad reviews. This may help narrow down if you apply your own parents parameters.
There is a LOT of paperwork involved, but most advisers are kind.
If you can get a lawyer to run over your final choice it would be worthwhile, but again ARAS could probably help clarify. Be very careful when reviewing costs/fees/extras etc.
