That looks like cleartype got reset (or changed to a different setting, or turned back on). You should be able to go into control panel and run the cleartype tutorial thing to "fix" text rendering and sub-pixel hinting. Some kind of subpixel hinting for changed. Hopefully that gives you something new to check.
