That's an interesting aspect of the philosophy of individualism. It's hard to articulate in detail. Understanding it relies heavily on epistemology and the empirical workings of beings in reality. One simple way to phrase it is that you can in principle communicate your will regarding the thing. That supposes you have some conceptual framework that permits you to the capacity to work out what is going on when you get into these things and that it is your natural responsibility to handle such things. If you do not have that, then you are legally a child with respect to the thing in question, and guardianship over you in regard to such things is a property right which can be homesteaded, traded, abandoned, et c.
