Those baseurls help illustrate my point about most users ignoring the minor versions. Legacy CentOS technically had minor versions, but the default configuration only pointed you to the major version, which was a symlink to the latest minor for that major. Older minors were not maintained after the next one came out, so there was no overlap. Pinning to old minors was explicitly discouraged by the project.
