My understanding of (the current version of) FEP-044f is that you cannot make something quotable without issuing individual approval stamps upon request. ActivityPub development frameworks may make this easier in the future, but for the time being it's a hassle for bot developers.
I'm advocating for a simple and static way to declare quotability here: https://socialhub.activitypub.rocks/t/pre-fep-quote-posts-quote-policies-and-quote-controls/5031/73 but it'll take platform implementer buy-in and, following that, at least one Mastodon version bump.
