No but it should be as easy as possible.

E.g. it should be on a day when most people are off work. People shouldn't have to register to vote. Everybody who is eligible to vote should get a mail-in ballot in the mail. There should be penalties for cities/counties/states if wait times for voting in person is over say 1 hour.

Ballots should be user tested and questions that lead to misunderstandings need to be rephrased. Voting shouldn't feel like you're taking an academic test.
