not at all. custody means someone else can access your funds. in a digital solution, there's trust everywhere: hardware, os, app, services etc. the goal is to minimize trust, but there are always trade offs. phoenix decided on routing payment routing from their LSP (btw, they are working to mitigate it with blinded paths, trampoline) in order to spare the client syncing with the Lightning graph. that doesn't mean they can take the funds. they can't (hence not a custodian), but you still trust them to route it correctly.
