I’ve not looked at the entire bill, and I’m not making excuses for the Dems. But, more often than not, ‘disagreeable’ items are inserted into bills. One might vote against an otherwise perfect proposal because of the inserted language.
That said, my money is on ‘Trump wants this and I’m voting against it’
