Are the recipients really in a better position to judge what the network state is? The negotiation for block sizes is already ... I wouldn't say brittle, but def'ly not well tested. Adding an extra option and protocol would best be done if there is a clear and benchmarked problem (which there may well be and I don't see it yet)
