I believe that it masks the incidence of minor crimes, but ultimately makes them more common. Kind of like how everyone speeds on the highway.
Crime is generally a violation of another person's autonomy, so generally, yes I consider the reduction of crime to be good.
IMO, victimless crimes should not be considered crimes. But no one should be permitted to impede another from living as they please, in private.
