I heard about this a long time ago with some hot sauces. I don't think it means it's unsafe to eat. It's just sort of like if you get hot pepper in your eyes. Imagine that powdered so it can be inhaled. (Cotton mills used to have lung safety issues, because you're not really supposed to inhale powdered anything.)
Probably, the kindest thing we could do for workers in regard to the spice issue is grow our own hot peppers and slice them into our food.
