holiday lets are a whole big complication. Would they also be considered house-hoarding?

On the one hand, they're more environmentally friendly than flying abroad, more practical than hotels if you have kids, dogs, or a large group, etc. But they push house prices up, block locals from living in them, and stand empty for weeks on end.

I think it's a different problem from home rental, but both need considered and rules written to encompass both.
