Norway's brand of "justice" is based around exile & rehabilitation - instead of making people experience unnecessary misery in order to "punish" them
It's totally reasonable for the public to say "this person demonstrated that they aren't safe, we don't want them walking around"
But the punative justice ideology is more like "this person did a thing that makes us angry, they should be forced to shave their head and get sprayed with cold water and eat awful food and get beat up by guards that treat them like they're subhuman"
